Requirement overview

Product storage tanks at Tabriz Refinery are currently monitored by periodic patrols and point detectors. The client wants an integrated system that detects leaks, vapour accumulation and hot spots before they reach a dangerous threshold, and pushes the alarm straight to the control room.

Background and rationale

Two near-miss events over the past two years showed that the gap between the start of a leak and its detection can stretch to tens of minutes. The goal is to cut that gap to under two minutes with full coverage of the tank farm.

Project objectives

  • Detect a hot spot in under 120 seconds
  • 100% coverage of the tank farm with no blind spots
  • Fewer than one false alarm per week
  • Integration with the existing DCS and fire-alarm system

Scope of work

  • Coverage study and layout of sensors and thermal cameras
  • Supply, installation and calibration of field equipment
  • Develop the image-processing software and alarm engine
  • Integrate with the control room and train operators

Expected deliverables

  • Approved coverage map and layout documentation
  • Operational system installed across all target tanks
  • Live monitoring dashboard with event logging
  • One year of support and detection-model updates

Applicant requirements

  • Experience delivering safety systems in classified areas
  • Required certifications for explosion-proof equipment
  • Resident technical team able to provide on-site support
  • Demonstrated performance at a comparable site

Evaluation criteria

  • Detection accuracy and false-alarm rate40%
  • Compliance with safety requirements and certifications25%
  • Price and maintenance cost20%
  • Quality of post-delivery support15%
